What is SPEAR?
SPEAR stands for Surveying and Planning through Electronic Applications and Referrals
Surveying and Planning through Electronic Applications and Referrals (SPEAR) is an initiative aimed at streamlining the process of land surveying and planning through digital means.
It provides a framework for facilitating electronic applications and referrals related to land use, development, and property assessments.
Before SPEAR, plan Lodgements in Victoria were done using PEXA. This changed in Victoria in 2025, and now all plan Lodgements must be via Surveying and Planning through Electronic Applications and Referrals (SPEAR).
Lodge Plan are plan lodgment professionals that specialize in lodging plans of subdivision into SPEAR.

Is SPEAR Safe?
The financial industry in Australia is heavily regulated by the Australian Government and SPEAR is regulated by the Registrar in each State where it is active.
The Australian Registrars’ National Electronic Conveyancing Council (ARNECC) was established to facilitate and coordinate a national approach for the development and ongoing maintenance of the regulatory framework for e-conveyancing in Australia.
Under the Electronic Conveyancing National Law (ECNL), ARNECC has determined Model Operating Requirements (MORs) and Model Participation Rules (MPRs), with which Electronic Lodgement Network Operators (ELNOs) and their subscribers must comply.
To ensure the integrity of the network, ARNECC has developed a regulatory framework, under which PEXA operates. Industry safeguards include the Participation Agreement, Verification of Identity (VOI) and Digital Certificates.
